Rockstar's own description, relayed by a preview at Rockstar North, paints him as the kind of person who finds birds flying in formation a little suspicious: he listens in on Coast Guard radio chatter, drinks through the day, and keeps a browser history he would rather nobody saw. He also appears fishing alongside Jason and Lucia during the Extended Look.
Where he fits
Cal rounds out the Leonida Keys side of the cast alongside Brian, giving Jason's early story a home base before events pull him and Lucia toward Vice City and the wider conspiracy Rockstar has described.
